The IST will not and can not replace impact assessments such as equalities, health and environment. The IST however, is to be used to indicate if other more detailed assessments are required. Also, the IST does not remove any statutory obligation/duty to carry out any other assessment. However, in this situation the tool still plays an important part in the preliminary work. The IST can be seen as a gateway to the more detailed assessments.
